They use a Engine which provides a code system for making preset functions like Modeling tool and just overall World crafting and path. Then for new functions you have to code the function yourself in C++ or C similar usually.

Okay to sum it up Company's buy engines usually for 3d games (ex.Unreal 3), Which gives you tools like Easy Code, Database Manipulator, Model Maker Custom Code, Sound Forge and World Craft and with all that you can make a standard game based on the teams programming/art.

The unreal engine does not have model making, you have to have a separate program for that. The unreal engine is basically the thing that your work ties into.
