Yes, airbags still deploy if a vehicle is stopped (at a red light lets say). I don't believe airbags work in a stopped car if it is off though, for example, if it were parked. The ignition must be on.
A myth exists of that airbag is only set in motion with the car in movement. This video, produced for the NHTSA, proves approximately that airbag is set in motion, same with the stopped vehicle, having as prerequisite the drive of the ignition and an impact force equivalent of a stroke in fixed barrier with 25Km/h.
