The sad thing about us westerners, we feel like other countries never learn english. In truth, Japanese students are required to take basic and some times advanced english courses at school. Many Japanese people feel embarrassed when confronted by the grammar and rapidity of a fluent english speaker that they often pretend they don't understand English at all. Its sad really, but my personal opinion is that they are embarrassed or worried they wont sound proper when trying to speak.
Every time I hear a political commentator screaming "English only in the USA!" I sneer at their arrogance and hypocrisy: every other country takes foreign language education seriously while plenty of Americans make absolutely no effort to learn even a few phrases in another language.
