Usually when a dog pins another dog to the ground like that, it's because they're asserting dominance and telling the other "Hey, chill out! You're acting like an idiot." What's interesting is, cats and dogs that live together learn from each other. The puppy is using many cat-like play-moves. Moves that dogs by themselves would not use. Some dogs are just frikin stupid, but many dogs like German Shephards have a much closer intelligence to humans than cats do. Pay attention to body language, the tail is down, the cat seems pretty unhappy and is being excessively violent at times, not typical cat playing behavior. I'd say dogs in general have a slight edge over cats, but that's largely because cats haven't yet developed the all-important social skills that humans bread into dogs. As for the cat's behavior in this video, it's tough to say. The cat does start to get annoyed, but nothing I saw constitutes "abuse" of any kind.
