This is a female Phrynosoma hernandezi. Looks possibly gravid or well stocked for winter, depending on when you found her. The eye lids appear swollen more than usual and she was pretty unresponsive even for a horned lizard, so I hope it was cold out and she was preparing to hibernate, and not that something was wrong with her.
@GEOCACHINGJEFF July would be the right time frame for the heavy, gravid look of that animal, likely giving birth in August, but parturition is dependent on elevation/latitude.
Poor thing was either sick or hung over

I found her in July, so I'm not sure if she was sick or gravid at the time.

@GEOCACHINGJEFF OK, could have been either unless it was cold that day. Fall is when they have babies, so she could have been carrying.
