The only way to win this war is to sacrifice things in life, instead of sacrificing lives. Take Iran: We should stop buying petrol from Iran, stop distributing Visa, basicly freeze the economy of the country. Look Kuran says there is no integration between men and women. And yet some countries want to seperate men and women in daily life. That is a good example. You can see, Islam doesn't include such terms, yet they are carried out by some governments.
