Great video but your conclusions are incorrect. Article 1 section 2 gives congress the authority to make the laws requiring the census. Congress can only make, not enforce laws. The power to enforce laws are given to the Executive Branch (Obama) (Article 2). The Department of Commerce is not a constitutionally created entity and exists at the President's discretion and directly under Obama's authority. He is not grabbing more power, only exercising his constitutional derived authority.
Legal scholars claim this to be unconstitutional and a power grab by the executive branch. You can parse words, but the people who watch videos usually don't have a whole lot of time - it need to be quick and to the point because everyone is very busy.
