Fran isn't expressing hatred towards blonde non-jewish women, but she does want to draw attention to the destructiveness and elitism of female aesthetic norms in the entertainment industry that leave little room for ethnic minorities. You need to evaluate the context of the word to determine whether the meaning is racist.
