@mech007unknown yes indeed, the boy pip transformed into Ozma of Oz, the true ruler of the emerald city and by default all the land of Oz, the pink headress witch was supposed to be Glinda, you know who the rest are and the orange haired girl was Dorothy i believe, i think the witch was Momby due to the evil witch of the west being already dead as much as the one of the east when Ozma's story was supposed to follow the original after Dorothy went back home and then went back to Oz to help

This a Russian cartoon based on Frank L. Baum's second book, "The Marvelous Land of Oz. Princess Ozma was turned into a boy by a witch. The witch raised her until she was captured by Glinda (pink dress.) Princess Ozma is the rightful ruler of Oz.

Actually, in 1950s (i guess) 'The Wizard of Oz' was translated into Russian by Alexander Volkov. Howewer, it was puplished as a book written by Volkov himself and was not referring to the original book. Soviet children asked for some more, and instead of translating the further parts of 'The Wizard of Oz', Volkov decided to write his own books about Elly's adventures. Those books have had a huge sucess in the USSR.

So what you see here is a Russian cartoon based on a Volkov's book.
