What did the pilot mean when he said that he was leaving 2,000ft for 4,000ft when he was at 1,400 for 4,000? What exactly does ATC mean when they say "report altitude leaving?"
@HDaviator When asked to "report or say altitude leaving" ATC is verifying the altitude he sees the airplane at on radar with what the pilot's altimeter reads. The transponder (mode C) in the airplane sends altitude info to ATC and the controller needs to make sure it's valid. When the pilot first contacted ATC he should have stated his current altitude and altitude assigned instead of just "with ya". As for saying 2000 for 4000, he made a mistake and said the wrong altitude.
