I have a few tubers I am trying to get over the line related to partnership, what is disturbing is one was offered partnership via popular videos on his channel.

This sort of tells me advertisers are only interested in viral type videos..whatever viral is!

To be quite blunt here I feel the partnership program is now so bloated the income from being a partner is much lower that it used to be, sort of like spreading a tiny bit of butter over a whole loaf of bread.

I closed my adSense last week. I am still having the partner features but they will disable it soon, haha. Due to adSense I had to register a business for it ... but 30 Euros income in one year compared to 250 Euros costs for the business doesn't make any sense here in Germany. So the point about getting lots of views on original content is very important. Since I am not this regular uploader anymore so my income shrinked, lol. Also I couldn't monetize videos with content for non-commercial use.
