Like most cities East Saint Louis (originaly Illinois Town) was a thriving city. It wasn't that black people moved in and destroyed the community it was the jealousy from a certain group of people who did not want them to move in. That lead to the riots in July of 1917. Some whites were upset that black people migrated from the south and recieved jobs. They burned down the section of the city that black people lived in. They killed around 150 black people. No city can recover from that.
Since they destroyed their city they moved away. Only the black people stayed behind. Several companies closed their doors. Money wasn't flowing through the city like it was. The government did little to nothing to solve this solution. If you are left in a place that is dark and bleak of course crime is going to rise and the poverty level is going to go up. You can say every negative thing about my city but I still love it. I think it has character, a certain feel to it. Learn your history.

Downtown, Midtown, Compton Heights, The West End, Forest Park, Soulard, really the whole South Side, its not slum. The south side isn't rich, but its not horrible either. St. Louis is a great city. East St. Louis is another story.
