Redirect domain.com to WWW.domain.com using IIS 6

This worked perfectly on my companies website except for one issue. Externally, everything works perfect. Internally, everything works perfectly EXCEPT on IE. Firefox, Chrome, everything works. But IE it doesn't. Any idea why that would be? Besides the typical "IE sucks". :)

my website is ranking on 1st page of google for some keywords, and I want to lease it to my friend and redirect my website to friends website (his website is optimized to same keywords as mine).

Will 301 redirect lose my backlink juice? After 301 redirect will his website now rank on 1st page of google to the same keywords?

How can you accomplish , or what is the best way to accomplish, the same effect of this redirect if you do not have access to the administrator tools or control panel to set up this redirect? Maybe a good idea for a follow up video? Any recommendations would be greatly appreciated!
