Not quite sure what you mean here, but we 'did' have to build each wall separately, it's just that we gathered up enough to do every single one of them in one go.
We got together all the required plans and materials, gave them to a single character (the guilds lead architect), then had him run around the walls as fast as he could putting them all up at once (just so it would look cool I think :D)
we had to the one wall piece at the time. and it usally comes surroindings first, then the wall
