@Leeliibear I think it's more a story of how people try and they hope, no matter how hopeless and bleak a situation seems. No matter what the outcome, deep inside people have this urge to keep trying, to keep struggling. I think (which doesn't make it true, or mean you have to think it too) it's more metaphorical ballad than a literal story about horses.

@LilMissTeamRed The words are about drowning horses, but the meaning behind the song isn't. It's about pointless effort, exhaustan, never giving up, a desire for life, not understanding your circumstance, and having had love and memories.

The song is beautiful and sweet not just because of the horses, but because people can relate- or they feel they can. You might think your strong, struggling and even surviving right now- but maybe you're drowning, and don't know it yet.

I think the idea behind this song is one of hope. Hope is a recurring theme in his songs (especially, "Dolphin", "Funny Little World", "Fairytale"). It's hope in the face of immense adversity -- that last horse, despite losing twelve comrades, still has the hope of returning home, hence the imagery of perseverance, birds overhead, the rising sun...and the ambiguous ending. We are not sure if the final horse survives or not.
