I'll bet a jelly donut that you have a vacuum leak somewhere. Usually when a car runs good with the choke partly closed that is the problem. With all that you pulled off and what might have been pulled off before you might have a small orifice somewhere that is open, maybe even on the base of the carb? Check it out. I like jelly donuts!!
See that lectric solenoid on the back of that carb that looks like one of those lectric carberators and those lectrick carbs have lectric that works the richness and leans on them I would throw that lectric carb away and put a simple one on it. My step grand pa used to say lectric instead of electric. he also used to say battry instead of battery. he was a good ol step grand pa though and could fix anything from junk parts.
@shartne I 'spect me and your grandpa would have got along just fine.. Yea, I've got a regular carb that's very similar and that's the plan, to rebuild it and poke it on here.
i had one of thos carbs on a 88 yj it was so worn out that it had a vacuum leak around the throttle shaft damdest thing i ever saw
