Peruvian officers made the decision to shoot, the killing was done by a Peruvian plane, the CIA guys told them to STOP, but it was too late. I'd say Peru is more to blame. That being said, friendly fire happens, the Bauers were taking risks by being missionaries. If they'd been murdered by drug dealers, nobody would be talking about this.

The CIA pilots warned the Peruvians something was wrong at 3:16 on the tape.The Peruvian controllers and pilots were the ones who made the call to fire on the plane. IF the Peruvians had listened to the CIA pilots they would have backed off.

Not the CIA's total fault. The air force took the initiative. The CIA just didnt follow the right procedures.
Anyway im a pilot and spanish is my native language, and I can tell the peruvian pilot's english is bretty bad, and the CIA guy's spanish isnt better. Miscommunication must a great risk in this kind of ops. No surprise it ended this way. Pilots and agents should both be fluent in at least 1 of the two languages.
