Driving is the term of Moving your vehicle until your vehicle registers that it's moving, Via its gauges, You are not driving You are idling . yes the earth is spinning, but we remain stationary on the earth and it's effects of movement aren't upon us. Now because the Earth is spinning, we call that 1 G. We are always constantly experience 1 G as long as our bodies are not accelerating even further. Now if the Earth stops spinning, then we would be experiencing 0 G's. So in fact, we are moving. The mongoose appears to be idling, but it is actually driving quite fast.

Well the Earth is spinning. Every object on Earth is constantly in motion. You are also moving at all times. As long as the Earth spins, everything is moving. And the car is technically still moving even if you have stopped at a red light. The only way for a car to truly not be moving is if the Earth stops spinning and rotating around the sun. Even then, the Earth is still slightly moving because the Universe is expanding. Therefore, you'd have to literally freeze time to truly stop your car from "driving".
