u can get more, the other half of the bugs stopped giving sprays because there can only be a maximum of drops on the screen. so heres a tip: when they stop giving sprays. sotp your pikmin, absorb all the sprays then continue attacking

No. They appear on that level every 30 days starting after day 31 and up to day 300.
