Sure, size matters, but what really counts is the angle of the reflecting faces and the presence of holes/corners that work like a concave mirror. Traditional masts with many sensors of different shapes tend to reflect stronger than optimized faces, even if they're larger :-)

Compare the more stealthy ship designs with the traditional designs. Although I think the latter ones are prettier, the stealthy ships, with larger reflecting faces,still have a lower RCS
