why would the t put panographs on there subway if they already have third rails

Sieman700, what are you smoking? The Blue Line uses pantographs on the Lynn Railroad extension to avoid icing that would occur on the third rail due to the line's proximity to salt water. The Blue Line cars have nothing to "recharge" except for their emergency backup batteries, which are only used in case the cars lose contact with their power source.
