@TheJomogogo: you obviously don't know what you're talking about. Try to learn and read a little about any country you want to give lessons on before you write anything down. The world has enough ignorant people without adding you too.
Is the Peace Corps smarter now? I had a college friend go into the Peace Corps in the early 70's, they dropped him off in a 3rd world craphole, he was robbed, almost killed, natives stole everything he had, he quit after 6 months and was lucky to come back alive. Yeah go help the starving natives and hope they don't eat you.
@TheJomogogo The Peace Corps care trains volunteers carefully to minimize dangerous situations in whatever country they might be visiting. Of course life is dangerous everywhere and there's no way to totally stop crime. Rapes, assaults, robberies, etc. do sometimes happen to the volunteers, but many times it could have been prevented. The Peace Corps provides two to three months of training to teach volunteers not to draw too much attention. As for how it was in the '70s, I have no clue. =P
