Based on this video it seems that the dog is trained to only bite the protective leaving the hand with the weapon free. Looks like if he's not even interested in taking down the guy just trying to get the sleeve. A friend of mine trains his dogs to go after the hand with the weapon. If there is no weapon the dog takes you down by the legs the goes for the face area. He uses muzzle training for this.
