I don't know exactly what you mean by dopey, but in short, most drivers over here are arrogant, lazy, complacent and just lack common sense when it comes to the simple task of driving. Unfortunately the traits mentioned above have become all too common in American society. I wish there was a better reason for things like this to happen, but sadly there isn't.

Thank God the officer is ok. I hope they sent to driver who hit his bike and him to jail. I beat they were text messaging or talking on their at the time. Stupid drivers. I ride too and I am tired of the excuses that "I did not see you." Than look twice and never use your damn cell while driving. And stop looking at the others in your car when you are talking to them. Eyes off the road for a moment maybe a moment that you can't take back.

Take Heed California CHP Motors... If that cop was wearing the ridiculous riding gear that CHP officers wear (Short sleeved shirts, no CE road armour,open helmet, polyester pants and HORSE riding boots) he would have been severely hurt! Get rid of your B.S. traditions!
when the car hit his bike it smashed it into the vehicle which he had pull over. Officer Chrz was at that cars drivers side window.
The offenders vehicle actually hit with so much force that Chrz's motorcycle is what hit him flipping him in the air causing him to partially land on his head.
This is why Motor Officers Deserver ALOT of respect for what they do.. They have aLot more risk than any other officer.
