In the USA there's something in the poilicy on this that mentions female refugees. The version of this in the USA is administered throught the Dept of Justice and a group called COPS. Google it. In the states you can video anyone at any time if they are in a public place. The tactic appears designed to use against suspected stalkers or people they think pose a threat of violence or sexual misconduct to the public.
