u need 3 levels: the first lvl is the text lvl. right cklick on it in the level manager an click " (dunno the name) of alpha canal (its at the bottom of the menu) now get to the next level (transparent btw) and fill it with a colour, lets take white. do the same with the third lvl, but now choose blue
exit the assortment or however it is called. do the gauß scrim diffuser with value=16 on the 2nd lvl with the white text. then do the scrim diffuser again on the third level with the blue text with value=80. lvl 1 has to be above, lvl 2 and 3 you can change like how much you want it to glow. if the glow shall be bigger, then you have to scale the assortment before filling in the colours. i hope i could help you, sorry for the english, im from germany. maybe i upload a guide vid in future

GIMP is the short for for GNU Image manupalting program (GNU is kind of a codec in Linux, i think). Its like Photoshop , but its freeware. just google "Gimp for windows"
