In countries where the state runs the health care payments, citizens are generally healthier. Most european countries do it. Canada does as well. The insurance is independent of the the elected part of the government - they would no more withhold treatment than the post office would withhold service.

University professors are tenured, they offer little real world experience and do not have incentive to teach. Tenured professors cannot lose their job.
