He's using the ultimate jetpack height cheat.

It only works on pc.

In ps2 you fall cuz of the water.

I studied the entire blue hell map it resembleses the area panopticon and liberty city is north from panopticon right in the middle of the sea.

I heard you can fly there in a plane, Just head North West and keep going untill you see liberty city. I've not tryed it though so i dont know if it will work.

I found a really cool glitch type thingy. When i was on the mission "Saint marcos bistro" i was doing every mission with out dying. I got shot (and got wasted) and then the very second it came up i paused it to go and reload but i looked at the map, and the indicator appeared in the middle of the three islands (The Panopticon) and i was wondering...
