When i go to Jaga Moraine there's like 10 Spectrals max, what quest needs to be active in order to spawn like 500 Spectrals like you see in this video?

no quests required, not sure if theres any tht prevent thm from spawnin. just need hard mode as far as i know

In Nm there are only around 10, at HM there are 63 or 66 if I remember right
