Actually Nakano2k1, China has come a very long way in the past 60 years regarding its human rights. More poignantly, it has come a very long way in the last few years. They have loosened the restrictions on the Renminbi, hampering the ability to export so cheaply which was one of the drivers of the poor conditions. Also, just last year, there was a document calling for the abolishment of the Hukou system. If you want to read a great (and balanced) book on the subject, pick up "The China Price."

The reason that a change to the Hokou system is being considered is because the party has more or less decided that they could care less where they're cheap uneducated labour travels in the country, as long as they stay away from city centres and places of prestige.
