It looks like the CSX owns that crossing, judging by the DOT sign on the signal, and how the bells stop ringing once the gates are lowered. The MBTA-owned crossings put the DOT signs on the equipment bungalow and have the bells ring the entire time the signals are active (the railroad tracks in my area are owned by the MBTA.)
Well, any time one goes by, I put its time down on my iPod and note which type of train it is. For the most part, they go through at the same time each day on weekdays.
If you mean between 0:08 and 0:23, the traffic signals after a train crossing will turn green to ensure that all traffic has a chance to go, so that no cars are backed up onto the tracks.
Otherwise the lights after the track were red throughout the entire video up until 1:58.
