hi there :) i use moviemaker too .. i just put the clip on the storyboard and go to effects, there you'll find fast forward :)

While your on the video editing, look on

"2.Edit Movie" 2nd button down that says "View video effects" and scroll down there'll be a "speed up,double" click and drag that to which ever clips you want to be fast! (:
