A seal can only be broken once per server. So once it is broken, it's broken for good.

Hey khenta, when u broke the bangor seal, what did it say on your screen?

If you wanted to brake the seal you need certain requirments like i think for bangor you needed to rebirth like 4 times in order to brake it. yea i know it sucks x.X

No, you don't even have to rebirth once. I broke the bangor seal at lv 41 with Ranged 9 and Magnum B

Well it's just a seal stone that stops players from being able to go to another map area so in a way it is important but you don't have to break it yourself there are strong players that can break them
