Should that section of the country suffer a catastrophe on the order of Hurricane Katrina or greater, you can bet your asses that the Sheriff will take emergency powers to strike out at his opposition and will round up and imprison alot of people for their political beliefs. He does this already on a lesser scale already but once the floodgates open for him, just watch it happen on a much larger scale.

I very important piece imbedded in this is the fact that the Sheriff uses his position to bully and intimidate elected officials that oppose him. He has done this to court personel as well. There are two people seated on that board that are targets of investigations by the Sheriff's dept because of decisions they've made in the past that are critical of the way he operates. This is also similar to how the Nazi's operate.

Being in the USA undocumented is not a criminal offense. It falls under Administrative law not criminal.
