3000 jobs is just another lie, a company of 100 marines could do it indefinitely. you don't need that many guards to keep a hundred guys locked up in cells. But lets say you really staff the place with medical staff, three full shifts, cooks ect. you still wouldn't need more than 300 and that is a small percent of the promise... but then again that is what we see in all of the WH promises, they either under estimate the cost or over estimate the results.
