The Elcor are a symbol of humanity. It's one of the ways we may show emotion or act fake but in reality have nothing to say at all or don't feel anything. Through the Elcor race, Mass Effect is teaching us a little about ourselves in a subtle way.

Yes, it teaches kids playing games today that present day humans are too shallow/stupid to understand sarcasm, humor, irony or anything else unless it's perfectly explained to them well in advance (like the Elcor does).

Ok. In the games it's explained that the Elcor understand each other better since they have the ability to emit and register their own pheromones while communicating, thus making their language more colorful than just through verbal communication.

I'm surprised at how many people have said they're the best species, I thought I was a scarce lover of the Elcor :-P. I really like how they look so massive and animalistic, yet they're always depicted as civil and intelligent. I also like how they seem more genuinely accepting of humans than pretty much all the species aside from the asari (though being accepting is their main purpose, so it doesn't seem as significant) and maybe the Hanar (though their culture is so dictated by etiquette).

That elephant-like alien is an elcor. Since they originated on the high-gravity world Dekuuna, they have become acclimated to high-pressure atmospheres. They explain what they're about to say because it is a trait that all elcor possess. If this was a playable character in Mass Effect 2 or 3, it would be badass, because elcor are really strong and can carry really powerful weapons.
