Actually I can hear the Buzzcocks in there but the difference was that Pete Shelley usually wrote about unrequeted love (I don't think most people realised his sexuallity at the time) whereas 999 always had an underlying more sinister edge to their repertoire. Homicide being there defining moment for me. Possibly recorded using similar guitars amps of the day etc although I think the Buzzcocks were more often that not seen with Gibsons whereas 999 look to have a Telecaster in there.
