yes.first go to settings,then options,then turn off advanced settings(i dunno why,im just reciting from a vid i watched)then go to the cheats.scroll to the bottom(not neccisary)and right click on the blank area,then press add new cheat,then copy the code into it and add!

You have to use an emulator and ROM to play it on your computer. I'd suggest project 64 for the emulator. You can just add cheats once you have it. You have to download fraps.

Well I used an emulator to record this video. And to use codes on an emulator, you just use the cheat list which you get to by clicking System then Cheats.

Yes they work for project 64, because it uses an NTSC system. NTSC N64s are sold in the US and PAL ones are sold in the UK.
