I have reasons to believe that it's a genetic defect in the allele distribution within the population. From generation to generation, this genetic defect gets passes along affecting only children.
It's like the opposite to rabies. I say it's a virus that takes over and acts to very slowly weaken the body, instead of rabies, which basically turns victims into violent terrors. It probably isn't, just a guess. I think it could also be a genetic mutation that's arisen out of nowhere. Those poor children, they're slowly dying :(

Add to that the fact that the nearest medical centre may be 10 km away, and one understands why it is not always possible to plan a family.
Folks, please remember that many if these people have just come home after a protracted civil war confined them to refugee camps (internal displacement camps in some cases). This and many other conditions may be a result of psychological trauma (think PTSD) or even as someone mentioned, chemicals from the weapons of war. That the medical community has yet to figure out what the cause is (or that there maybe a coverup) does not mean that it is these people's fault. To ask why they live this way
