I put about an hours worth of quarters into a parking meter, then when I put another quarter in nothing happened. I didn't want it eating up any more of my quarters so I just tried to do what I was doing fast. I came back 3 minutes past expiration and there was a ticket on my window. Technically I put in about an hour and fifteen minutes worth of quarters in but since the meter malfunctioned I now have to pay a $20 fine. What should I do?
