Actually, it would not matter how much Caesium you had or how reactive.. even Francium. All that happens is a release of heat and Hydrogen gas. The water is boiled (steam explosion) and the Hydrogen is ignited. You could get the same size explosion if you filled a baloon with Hydrogen and Oxygen and ignited it.
