@0Do0Not0Ask0 The song is completely different from Beyond Birthday. Beyond Birthday is a character from the Death Note series, and he's a pretty horrific person. Beyond Birthday is the name of the guy. XD And the reason he looks the way he does is because he's dressed up as his used-to-be role model, L "Ryuzaki". You should watch Death Note and learn more. To learn the most about Beyond Birthday, you'd have to read the Los Angeles BB Murder Cases. It's pretty good.
