Israel has purposely NOT done anything. If they annex the palestinian territories, they'll have to make the arabs citizens and they'll outnumber them in votes. The best way to end it is through the two-state solution.

Israel has been provoking Hamas by food and medical supply embargoes and by not abiding by the terms of the last ceasefire conditions.Also, it was Israel who broke the ceasefire, not Hamas.
