@Theboxset it's like this, coins are made with a mixture of metals, some common and some rare. the more rare metals in a coin the more vaulable it is and the more valuable it is the healthier the economy. By decreasing the amount of silver slowly they stockpile it and then redistribute when they have enough to make coins that have a lot of silver, making their coins worth more. by selling the coins to the king the king gets more silver to melt down and boost his economy.

That's life. And that's part of the point to this anime's plot; Lawrence is human. He can't slaughter entire crowds singlehanded, so he has to use his mind instead. Like the Doctor without the TARDIS. Still, it worked to perfection.
