I´m not really sure, but you can find on some places special signs that inform driver to do it. I mean it depends on railway, you can see that trains are going through diamond-points and it´s not so easy to make wiring over it. But it´s only my opinion.
I think there was a neutral zone or the infrastructure company worked at the catenary,so the drivers had to lower the pantographs...One of those :-) .

uh...I've no idea to know why lots of electric train lowered their pantograph...any special reason?
