About Tom being evil, most people thought he was handsome and talented at school, and didn't suspect him of being evil. Professor Slughorn thought he was evil (he asked about horcruxes) but was too much of a coward to do anything and Dumbledore believed in giving everyone second chances because he messed up earlier in life.
