When performing a shoulder raise, if you raise your arm significantly higher than parallel to the ground, you'll feel less resistance in the deltoid (front shoulder muscle). That's because gravity is no longer isolating that specific muscle because you're supporting it by your back muscle and other tendons. Same with bicep curls. Bringing them up completely to where they're parallel to the wall stops targeting the bicep and targets the shoulder.
