Ethanol doesn't have to be produced from corn at all.  It looks like corn isn't the best choice at all. There are grasses and other sources that will yield higher net energy gains. A recent study in the news today reports a 540% net gain. That's zero emissions.

How the corn industry is going to contain that remains to be seen.
