you cant kill everyone, if you'll notice, the people inside the bars and shit (the jazz people, the people in the bird costumes, the various waiters and chefs) are all light-colored, whereas the people on the street are dark, the people inside, you can kill them anyway possible, (fibrewire, RU-AP mine, shooting) but you cant do that with the dark colored people
