To change this you need to do missions to inspire the people in the area to fight back against the nazis.

once you have done all missions in that area that area should start having color

The bridges are blocked up to a certain point, but if you go in through the river you can still get to it.

you can do it at any point in the game, but if you dont want to provoke the germans, get the certain transit papers from santos (part of story) other then that, you can swim across the river, climb up and go to the tower that way
